The digital industry has its own union. It’s called Numeum.


The union

Numeum is the employers’ association and organization for digital professionals, representing nearly 2,500 member companies, 50% of which are based in France’s regions. It is part of the Syntec Federation, the second largest branch of the MEDEF, alongside Syntec Conseil, Syntec Ingénierie and Unimev. Numeum represents digital services companies (ESN), software publishers (EDL), platforms and engineering and technology consulting (ICT) companies. As the sector’s leading trade union, Numeum defends the interests of its members in dealings with public decision-makers.

  • Influencing public policy

    Numeum works closely with institutions to build a favorable framework for innovation, digital sovereignty and the country's transformation.Present in Paris, Brussels and all regions, it defends the interests of companies in the face of major regulatory challenges.

Notre vision

A key player at every level

  • Regional

    Numeum supports its members in the field, facilitating their development and collaboration with local institutions.

  • National

    It plays a key role in the negotiation of industry agreements and in the structuring of the digital ecosystem, and defends the interests of its members in dealings with the French public authorities (Government, Parliament, regulators).

    Numeum is a member of Digital Europe, influencing strategic and regulatory decisions at European level.

Our position papers

As the voice of digital companies in France and Europe, Numeum is actively involved in public debate to ensure that the sector’s issues are heard. Through its contacts with public authorities in Paris and Brussels, Numeum regularly produces position papers to defend the industry, inform legislative decisions and contribute to a regulatory framework favorable to the digital transition.

Our governance

Numeum’s organization is based on structured, representative governance, guaranteeing its independence and legitimacy. Around the Executive Committee (COMEX), the Board of Directors, the regional delegates and the permanent team, a whole chain of commitments works to bring the collective project to life. Driven by a strategic vision, this governance embodies the diversity of the French digital industry and ensures alignment between national ambitions, regional dynamics and concrete actions.

Activity report 2023

Reflecting a year of commitment to the digital sector, Numeum’s activity report highlights the union’s actions, highlights and positions. Through its three strategic axes – Regions, Skills, Responsible Digital – it traces the collective advances made with and for companies in the sector, in France and Europe.

Our history

  • 1969

    Creation of Syntec Informatique

    At the height of the IT services boom, the union was created to structure dialogue between companies and institutions.

  • 2010

    Syntec Informatique becomes Syntec Numérique

  • 2021

    Birth of Numeum

    Merger of Syntec Numérique and Tech In France: a new, unified union representing the entire industry (ESN, software publishers, platforms, engineering), with a strong voice in public debate.

  • December 2022

    Integration of Cinov Numérique

    The digital SME union joins Numeum, reinforcing its representativeness and territorial anchorage.

  • June 2023

    Véronique Torner elected President

    The first woman to head Numeum, she embodies a new impetus, focused on skills, territories and responsible digital.
