Digital technology at the heart of French cities’ development strategy
38 French cities were surveyed about their digital ambitions, and 810 projects studied to identify their main priorities and level of maturity.
Quality of public service: a priority for the digital city of tomorrow
The 2014 edition of the barometer identifies three digital development objectives for the French cities surveyed. It reveals a genuine desire to improve the service offering for citizens, attract new audiences (businesses, individuals, etc.) and seek cost-saving levers through the implementation of major digital projects.
- Quality of service for citizens: this objective is the main motivation for elected representatives to invest in digital technology. It enables us to provide a tailored response to users’ expectations, as well as more efficient and innovative services.
- Attractiveness: in second place on the panel as a whole, it reveals an awareness among elected officials of the economic leverage offered by digital technology to initiate the region’s transformation.
- Good management:the budgetary efficiency aimed for by French towns and cities is materialized by the search for savings, in particular through the dematerialization of services to citizens, which facilitates the rapid processing of information.
Top three projects for today’s digital city
In this second edition, analysis of the 810 projects reveals a real gap between certain areas, with the top three – transport, education and e-citizenship – standing out considerably with 371 projects, to the detriment of health and social, safety and environment.
“To gain a better understanding of urban digital dynamics, we launched the Digital City Barometer last year. Our aim is to understand how French municipalities’ projects and governance systems contribute to the emergence of tomorrow’s metropolis. This new edition takes into account three key factors to measure their use of digital: projects planned, underway and completed, motivation, and governance in place”, explains Philippe Sajhau, Chairman of Syntec Numérique’s Digital City Committee.
