Participation in the public consultation on the bill for a digital Republic
Nevertheless, by proposing a bill for a Digital Republic that is essentially focused on technical and complex subjects, and anticipating European texts, the Government has taken the risk of an appropriate consultation by specialists and experts with interests that do not represent those of the community, and without the economic players who develop digital France being truly involved as intermediary bodies.
Thus, the limits of the consultation reflect the prism of the bill, which is more one of distrust of digital technology than one of encouragement: the proposed provisions and contributions, which are more conceptual than operational, do not secure the legal and regulatory environment for companies and players in the digital sector. On the contrary, they tend to restrict innovation by setting up barriers to entry for startups, and to impose unnecessary constraints on national players.
Syntec Numérique wishes to emphasize that a fair balance must be struck between the need to protect citizens and consumers, and the need to preserve innovation in a fast-developing sector whose business models are neither stabilized nor all known to date. It would therefore be advisable to reflect on the application of the right to experiment when it comes to legislating on digital technology today, at the risk of not having been able to seriously assess the consequences of legislative and regulatory provisions within the national framework alone.
Above all, the players, professions, companies and manufacturers in the digital sector expect the State and the Government to ensure that France reaps the benefits of the promise of digital technology and its opportunities, in order to modernize its economy, its production system and its services.
