Commission mixte paritaire (CMP) mobilizes for digital healthcare

Ambitious in their aims, these announcements have not yet met with the expected success. The “groupements hospitaliers de territoire” (GHT), the flagship project of the future healthcare law, with digital technology at its epicenter, are as much a source of expectations as fears. Against this backdrop, the six members of the Commission mixte paritaire (CMP), set up in 2011, are more mobilized than ever to facilitate the success of these projects and ensure their sustainability.

Despite their diversity, these national programs have a number of similarities, and their implementation depends on a series of prerequisites. These include the reinforcement of business software interoperability and compliance with security criteria, particularly for critical functions, as well as version upgrade rules.

Relevant initiatives have already been launched to improve the quality of business software, whether for healthcare professionals or patients. The BP6 Charter has led to the development of an evolving methodological guide, validated by clients and manufacturers alike. A draft quality reference framework is also currently under development. However, upstream of these mechanisms, one fundamental element is still lacking: an urbanization plan worthy of the name, which is indispensable for having a panoramic and well-articulated vision of these numerous projects.

Eager to fill the gap in this area, the six members of the CMP (three hospital federations and three representatives of the digital health industries) have announced that they will be drafting a dossier on the subject, the results of which will be published as soon as possible. This contribution will support the work of the working group recently asked to be set up by ASIP Santé to carry out the “urbanization” of the healthcare information system in a concerted manner, taking into account the realities on the ground.
