Renewal of the public contract for the construction of the Integrated Management and Control System for the management of CAP direct aids

Within the Agence de Services et de Paiementthe Direction des Soutiens Directs Agricoles is responsible for implementing the Integrated Administration and Control System (IACS) for managing CAP direct aid. The IACS is supported by the Isis-telepac Information System. It covers the entire aid management process: from remote declaration of aid applications to the payments to farmers “accounts. to farmers” accounts. The Isis-telepac system is managed via the ISIS.2020 framework agreement (105 million euros over 6 years). Please note that :
- This is a single-award contract with an end date end of the framework agreement is December 31, 2025.
- The Isis-telepac system is currently currently managed with Oracle licensed tools for the database in conjunction with Arcgis (publisher ESRI)
The renewal of the ISIS.2020 aims to construction of a new information system, with an operational target date of 01/01/2029. In the meantime, the current system will have to continue to evolve to incorporate regulatory changes. For the future contractual framework, ASP has identified several subdivision optionswith several contracts that could: manage maintenance of the current IACS; construction of the future IACS; the agricultural data lake; hosting; AI processing of Copernicus satellite images; the coordination.
The publication of markets is expected during T2 2024 procedures will take place between Q3 2024 and Q2 2025, for a September 1, 2025 at the latest.
