On October 30, François Hollande announced fifty measures as part of the “simplification shock”, the flagship project of his five-year term.
The French and the “simplification shock” measures
- 60% have heard of the measures, but don’t know exactly what they are, and a majority doubt their effectiveness.
- In terms of digital simplification measures, if they had to choose just three, 54% would opt for innovations aimed at businesses, 52% for the creation of a digital space for young people, and 43% for online passport applications.
- For34%,the main objective of these measures should be to reduce processing times. Another 34% consider that reducing the number of forms required for each procedure is a priority.

Although 82% of French people have heard of the plan to simplify administrative procedures, they remain highly dubious. For a majority of them, the measures announced will have little or no impact, whether in their day-to-day lives (54%), in saving money for the administration (60%) or in improving business competitiveness (65%).
…but who believe in digital technology and e-administration
The French are fully aware that the maturity of technologies and the progression of their adoption make it possible to combine :
- Saves time and travel (31%);
- Reduced processing times (34%);
- Fewer forms for each administrative procedure (34%).
